- Highest level forum goals and some level of sub-goals are stated in a proposal document to source funders
- Source funder supplies seed money for initial staffing and first forum production
- Initial goals are established

- One per forum goal
- Forum pods are established
- These are groupings of 4 forums per year that spin out of each master forum as iterative goals are developed

- By engaging all sectors on an ongoing iterative basis the the community of stakeholders develops confidence in goal achievement
1. Prepare a briefing document for presentation to the source funder
Derived from the 90 page document MS is working on in the Carib
- This funding will be used to cover the costs of staffing up and early outreach until enough money comes in from sponsors (event sponsors)
- What do these funders get for putting up the money?
- Donation to a non-profit?
- Loan to a for-profit to be repaid?
- Who are these funder prospects
2. Design Initial Industry Goals
- Select ten goals that sponsors will be willing to fund
- Must be tangible to sponsor prospects
- Must be broad but not to broad to be intangible
- Must be tangible and of value to all sectors and tiers of sponsor prospects
- Must be valuable in "encircling" the resistors at some point in the future.
- No single entity or sector can stop the development of the goals
- But goals can change as iterative forum development goes on
- Sample goals:
- Committed to capitalizing a 5% per year increase in North America’s utilization of freight rail transportation resulting in a cleaner environment with less congestion, and better use of land and other nonrenewable resources.
- Investment Platform for Sustainable Freight Transportation
- North America creates a national freight infrastructure investment strategy
- A Systems Approach to the Profitable Deployment of Capital, Land, Space, Resources, and Supply Chains
- Private capital for public benefit for states, regions, Canada, the United States, and Mexico

3. IntelliConferences on each of the ten goals are produced
- IntelliSysnthesis output is used to enroll sponsors and attendees for forums and advisory group development and management
- IS content is core to populating the KBs
